According to the OCSO, David Brian Kelley was arrested after an investigator with the agency’s Fugitive Warrants Division, aided by the Patrol Division, executed a vehicle takedown operation targeting Mr Kelley while he was seated in his vehicle outside a business in Crestview.

A vehicle takedown is when law enforcement officers use their vehicles to stop or block another vehicle, usually because the driver is suspected of a crime. In this instance, Mr Kelley’s vehicle was blocked.

According to the OCSO, Kelley’s arrest comes five months after an arrest warrant was issued, during which he remained on the run from law enforcement.

In addition to the initial charges of lewd and lascivious conduct, Kelley now faces further charges for the possession of fentanyl and other controlled substances, the OCSO said.
