The investigation was reportedly launched after the Jail’s Professional Standards Department personnel notified the OCSO about the incident, which is said to have occurred on January 29.

The OCSO said it has charged James Filpi, 51, for repeatedly striking an inmate who had reportedly spit blood in the face of another corrections officer.

Justin Jordan, 39, is charged with principal to battery, the OCSO said.

Investigators have accused Jordan of aiding Filpi in concealing Filpi’s alleged actions.
