OKALOOSA COUNTY, Fla. — The Okaloosa County Jail marked a significant achievement this month, with 34 men graduating from the first phase of the transformative “Anchored” program run by the Emerald Coast Life Center.
The faith-based initiative equips participants with the tools and support they need to break the cycle of reoffending and substance abuse, said the Okaloosa County Board of County Commissioners (BCC).
“While we are committed to ensuring the safety of our inmates while they are in the jail, we can also make an effort to better their lives so that when they leave the jail, they never return,” said Paul Mixon, BCC’s chairman.
“This program is one of the successes in our jail, and we are extremely proud of this milestone that each one of these individuals has accomplished.”

The three-month program is demanding. Participants dedicate 425 hours to intensive coursework designed to dismantle barriers to rehabilitation. They also write three in-depth essays, memorize scripture, and analyze program readings.
According to the BCC, these accomplishments reflect more than academic achievement. They represent a deep commitment to personal growth. Participants confront past traumas, discover their identities, and cultivate positive change through Anchored. Their dedication paves the way for them to become valued members of the community, devoted husbands, and fathers.
“We are immensely proud of every one of these men for their unwavering dedication and determination,” said Okaloosa County Department of Corrections Chief Nolan Weeks.

“Their progress is not only commendable but serves as a beacon of hope for others seeking redemption and a fresh start,” said Mr Weeks.
The graduates are now prepared to tackle the next phases of Anchored with renewed focus. Upon program completion, they will be equipped with a new mindset and knowledge of resources to navigate challenges after release, said the BCC.
